医療への信頼が大きく揺らいでいる今、医療の質と安全のあり方が鋭く問われています。　医療において患者さん本位の質のあり方を確立することは、患者さんと医療に従事する人々の共通の願いであるばかりでなく、健康を大切にし、安心して暮らせる社会を希求するすべての人々の願いでもあります。

医療を必要とする人々は、期待を実現してくれる安全で確かな医療を求めて、どうしたらよいか戸惑っています。　医療に従事する人々は、医療への期待に応え患者さん本位の医療を実現しようと努めながら、その思いが実現できないことに戸惑っています。　私たちは医療に対する期待と現実の医療が提供できていることとの間にいつしか乖離が生まれていることに気づきました。

近年のめざましい医療技術革新は医療の可能性を飛躍的に高めました。しかしこれに伴う医療過程の複雑化と危険性の増大は、医療の質と安全に関わるさまざまな矛盾と課題を蓄積してきました。これは日本だけでなく世界の国々で現代医療が直面している喫緊の課題であり、21世紀の医療と医療提供システムのあり方を問う根源的な課題でもあります。

医療の質と安全をめぐる諸問題は医療に従事する人々がいっそうの努力を重ねるということだけで解決できるものではありません。　医学の枠組みを超えさまざまな視座と幅広い英知を集めた学際複合的な研究とその知見を実際の医療に役立てる取り組みの推進を通じて、新しい医療のあり方、システムとして患者本位の医療の質と安全を保証するしくみを創り出す必要があります。

このたび、そのような研究を推進し交流する場として「医療の質･安全学会」の設立を祈念するにいたりました。　さまざまな立場で医療に関わる方々、医療関連諸学の研究者の方々はもちろん、患者本位の質と安全の確立に貢献できるさまざまな分野の研究者の方々のご参加により、新しい医療のあり方を国内外に提言できる有意義な学会となることを願っています。

Statement of Purpose
With trust in healthcare severely shaken, the quality and safety of medical care are being sharply questioned. Establishing patient-centered quality in healthcare is not only a shared wish of patients and healthcare professionals, but also a wish of all people who value their health and desire a society where they can live with peace of mind.
People who need medical care are confused about what to do to find safe and reliable medical care that will meet their expectations. Those who work in healthcare are confused when they are unable to meet expectations and provide patient-centered care. We have come to realize that a gap has gradually formed between the expectations for medical care and the reality of the medical care that is being provided.
Recent remarkable advancements in medical technology have dramatically increased the possibilities of healthcare. However, the resulting increased complexity and risks in medical processes have led to a accumulation of various contradictions and challenges related to the quality and safety of medical care. This is an urgent issue facing modern medicine not only in Japan but in countries around the world, and it is also a fundamental issue that questions the nature of 21st-century healthcare and healthcare delivery systems.
The problems surrounding the quality and safety of medical care cannot be solved simply by healthcare professionals making greater efforts. It is necessary to create a new model and system of healthcare that guarantees patient-centered quality and safety by promoting interdisciplinary research that transcends the boundaries of medicine, bringing together diverse perspectives and broad wisdom, and by applying that knowledge to actual medical practice.
We are pleased to announce the establishment of the "Japanese Society for Quality and Safety in Healthcare" as a forum for promoting and facilitating such research. We hope that this society will become a meaningful organization that can propose new approaches to healthcare both domestically and internationally, with the participation of individuals involved in healthcare from various positions, researchers in healthcare-related fields, and researchers from various fields who can contribute to establishing patient-centered quality and safety.
